Message from WWSU regarding ACT 46


Act 46: Where Are We in the WWSU?

The Act 46 WWSU Study Committee, the WWSU Executive Board, and the WWSU administration have been meeting twice a month for almost eight months studying this law. Act 46 requires supervisory unions to merge into one board with one budget in what Act 46 calls a "preferred structure" that serves grades Pre K-12. We can do this now, with some local choice along the way, and receive incentives, or we can sit back and wait until the Agency of Education (AOE) and State Board of Education (SBE) merge us anyway by 2019.  Doing it later means doing it their way, without incentives, and enduring other serious negative financial consequences for several years.

I would like to remind everyone that all the documents, previous press releases, and financial calculations that the Study Committee has worked with can be found on our website at wwsu.org.

The study work has been completed and all the reports submitted. Three important documents were generated and sent to the AOE and our attorney for review. These documents are The Articles of Agreement, which spells out the specifics particular to our WWSU schools, the narrative Study Committee Report with appendices, including financial calculations and projections, and a summary of all the individual schools' assets, debts, surpluses, and deficits, and finally, the required Study Committee Worksheet. All three documents can be found on our WWSU website on the homepage and under the Act 46 tab. All of our meetings have been recorded by Mad River TV Channel 44 - who deserve our thanks - and can be viewed by anyone via your computer.

The State Board of Education will consider our plan for moving forward and may approve it at their meeting on April 19th. The Study Committee will hold four public forums to present their findings and to engage the public in a Q & A. These forums will be March 31st at HUHS in the library at 6:30; April 27th at HUHS in the library at 6:30; May 11th at Thatcher Brook Primary School in the gym at 6:30; and May 25th at the Big Picture in Waitsfield at 6:30. A big thanks goes to the Big Picture for hosting us and donating the use of their space.

At future meetings, the Study Committee and Executive Board will further develop a thorough communication plan. Individual "story cards" are being developed for each town identifying the pros and cons specific to that town. The communications plan is not fully decided upon but will likely include a mailer to all voters and possibly an insert in the local papers. All towns will vote by Australian ballot on June 7th. A Public Hearing will be held in each town within 10 days prior to the vote.

I encourage every taxpayer to become informed, get his/her questions answered, attend the forums and Public Hearings and come out to vote. In my opinion, Act 46 is not a perfect law, but it is law. It is not going away, any more than Act 60 or 68 is.  Our reports provide pages and pages of pros, cons, predictions, calculations and the like.

We could spend many hours discussing the law based on student opportunities and equity, efficiencies and operational capacity, and what sharing students could mean for our towns in what will continue to be years of declining enrollment. In the end, I believe this vote will likely be about reducing or slowing the growth of property taxes.

Nine other supervisory unions in Vermont have already held their votes. All nine voted to merge, and to form one board with one budget in order to capture the significant incentives offered. None of these votes were close. They passed with a 70% margin of voters in favor. That is because those taxpayers believe they cannot afford their schools now, there will be no status quo to hang onto, they will be forced to merge within a few years anyway, and that the incentives are too great to walk away from.  They also believe -- and rightly -- that taking this action will reduce and/or slow the growth of property taxes.

The bottom line is without a merger, taxpayers will pay more.  With a merger, taxpayers will pay less. We could spend hours debating how much more or less. That is because it is difficult to predict the decisions a new unified board will make, other spending across the state and what the Common Level of Appraisal (CLA) will be.  Many of these variables are out of the control of local boards.

Not to merge means walking away from 1) approximately 5.7 million dollars in just the reduction of the tax rate.  In the first year, it is 10 cents; in the second,8 cents, in the third, 6 cents, in the fourth 4 cents, and in the fifth, 2cents;  2) 120K in grant transition money; 3) 100K in efficiency savings for things that are duplicated now in all seven districts (e.g. seven audits are reduced to one); 4) keeping the small schools grant money indefinitely (about 110K annually); and whatever financial savings can be generated from a waiver against the spending target thresholds.  Further savings come from being held harmless from declining enrollment, and not having taxes rise above 5% regardless of spending. Other, more complex, elements also save money on the incentives side.

There could be negative consequences. Change is hard and sometimes uncomfortable. There is a sense of loss of local control and town identity. Some are afraid of taking on others' indebtedness, though our calculations show that it all ends up pretty even.

Act 46 is here to stay. The bottom line is Vermont has chosen to pay for all schools out of one check book.  As such, it doesn't matter what the tax rate is in any given town. If we merge, our towns will pay less.  If we don't, our towns will pay more.  It is my hope that on June 7th, informed voters will have weighed the pros and cons and made the difficult decision as to what is best for our six WWSU districts.

Pre-School Screening for 2016-17 

Moretown Elementary School is committed to providing quality early childhood education to all 3, 4, and 5 year olds in our community. We will be hosting a play based preschool screening on Friday April 1, 2016 for families who have children turning three before September 1, 2016. The screening is an opportunity for families to learn more about our program and for our early education team to meet you and your child. Preschool screenings will occur on Friday, April 1st.  Please contact Jenny Lyle, our preschool teacher, at jlyle@wwsu.org or call the school at 496-3742 as soon as possible to schedule your child for the screening.  Information regarding our pre-school program can be found on our website or in the link cloud on the school's blog.

KidsACT Spring Musical Class 2016:
Willy Wonka Starting April 2, KidsACT students will learn singing, dancing and acting to present Roald Dahl's Willy Wonka Kids,a one act musical version of the beloved story Charlie and the Chocolate Factory. Younger students will play Oompa-Loompas and other supporting characters, and older students will audition (for casting purposes) for the larger speaking and singing roles. Go to kidsactvt.com for more casting info. Both classes will come together to perform the show on Wednesday, May 25, at 5 pm at the Valley Players in Waitsfield. The Schedule: Students in grades 1-3 will meet Saturdays 9:30-10:30 am and Wednesdays 3:00-4:00 pm. Students in grades 4-6 will meet Saturdays 10:30-12:00 and Wednesdays 4:00-5:30. PLEASE NOTE: I am aware of conflicts with other activities like soccer and dance.

Mad Marathon ~ July 10, 2016 As we enter the 6th year of fundraising through the Mad Marathon, we are amazed at how many of you have participated for Team Hannah since the beginning. Though you and your donors may be feeling a bit foot sore and burned out, you would be thrilled and energized if you could see the difference you are all making in our community. I only wish you could experience first-hand the gratitude of those you've helped by supporting Hannah's House. We are not permitted to publish patient's stories due to issues of confidentiality, but I can tell you that Hannah's House continues to grow by leaps & bounds. This year we are affiliating our 4th licensed therapist (specializing in drug and alcohol addiction), have two new interns utilizing the Hannah's House offices, and are continuing support for the newoutpost in Waterbury. We have partnered with PTO's and schools to help sponsor a number of educational programs including assemblies at local junior high and high schools, small group school sessions, and parenting workshops at local elementary schools. As one of only two providers of Neurofeedback brain training in Vermont, we are experiencing a growing demand and anticipate expanding this program in the near future. Our gratitude to our supporters and Team Hannah is boundless, as is the Hannah's House community you have expanded far beyond the Mad River Valley. I hope you will be a member of Team Hannah this year. Mini Milers! Ready.Set. Run! 
RSR is back under the new name Mini Milers; join in the fun for the health of it! While enrolled in RunVermont’s Mini Milers program children learn about and practice fitness, good nutrition, citizenship, helping hands and goal setting all while having fun and being safe. Children meet weekly with Mini Milers leaders to get motivated, educated and keep track of their progress. In addition to mileage incentives, t-shirt and medal, participants receive monthly e-letters filled with ideas, citizen challenges and tasty recipes. Dear Moretown School Families,

ACT 46 Update
      While presidential candidates and debates are on much of the national conversation, school board consolidation is a significant topic locally. The vote for school board consolidation is now slated for June 7, 2016.    Information about ACT 46 (school consolidation) can be found at wwsu.org.   Public forums exploring consolidation are slated for  March 31st @ Harwood, April 27th @ Harwood; two more dates are tentatively planned on May 11 at Thatcher Brook and May 25th at the Big Picture. This vote will have significant impact upon the future sustainability of all of our local schools.   I encourage you to ask questions (of me or your school board members), attend a forum, and be informed on this issue-- and encourage all of your friends and neighbors to do the same.

Parent Teacher Conferences
         Thank you all for arranging your schedules to make our family/school conferences during the week of March 14th work.   We greatly value the opportunity to connect directly with families -- and your support in helping us fit almost 100 conferences in while still doing all the rest of the business of school is much appreciated. As a reminder, there is NO SCHOOL next Friday, March 18, to support our  conference.

Beginning March 14, 2016

  1. Visit the school’s homepage www.moretownschool.com and select the Online Scheduler icon/link (this is located by clicking on the "About our School" and using the link address provided there or by clicking on this link:



  1. From the Online Scheduler Home Page
    1. Choose your student’s school from the drop down list and click “GO”
    2. Enter the school password 3742
    3. Enter your student’s “Student ID”.  If you do not know their Student ID, use the LOOKUP STUDENT ID button to access the system.
    4. Verify the student’s birth date  
    5. A list of your student’s teachers will be displayed.  Check the box next to the name of each teacher(s) you would like to meet with.
    6. If you have more than one student in the school you can see all of your students’ teachers’ schedules at one time by answering YES to this question “Do you want to schedule conferences for another student?” then repeat the steps above for your other students.  If you only have one student, answer NO to that question.
    7. You will then see the available time slots for each teacher you selected.
    8. Select the times that work best for your schedule.  
    9. Enter your email address (recommended) if you would like an email reminder sent to you. (your email address is kept private.)
    10. Once you have finished you can confirm your appointment details and print your conference schedule.
    11. Write down the Confirmation Number (you will need this number to cancel your appointment)

School Update March 1, 2016, school and bus updates

We are ready to have students back tomorrow!  
Hello Moretown School Families,

We are very happy to report that our school's environmental tests indicate that our school building is safe and ready for students to return tomorrow, Wednesday, March 2, 2016.   We would like to commend the quick action and hard work of Ray Daigle (WWSU Facilities Director) and Greg Wagner (Moretown Maintenance) with our ability to open our school within 5 days after 2/25/16  flood event.  There is very little visible damage to our classrooms or building as we were able to have work crews on site over the past 4 days to clean up and restore our school.    Some finishing work may need another day to two, but this will not occur in  student learning areas.  We will continue to monitor the schools interior environment with another round of tests within the next 6 weeks.    Mr. Stevenson, our school counselor, will be on site tomorrow in the event that any student needs some time to process the event as it may stir up some feelings for those that experienced Irene in 2011.  We are "very" ready and excited to welcome our students back to our great school tomorrow.

PLEASE NOTE: 

BUS TRANSPORTATION adjustments due to one lane bridge closure on Route 100B. The Moretown School's afternoon BUS 20  should be able to stay within 7 minutes of scheduled time, as long as Pony Farm Road is not too congested getting over to North Road and Meadow Road to route 100.  This is the same for BUS 19 going back to Moretown from Harwood via Meadow Road North Road to Pony Farm.
